I recently acquired a 1984 28 with a single 360. The engine temp seems to max out at about 120 to 130 degrees when idling or running about 1,000 rpm. When we open it up a little to get on plane, the water temperature gauge actually goes down to around 110 degrees and the engine seems to be struggling a little. I think that the thermostat may be stuck open.
Any ideas?
Should this setup have a 160 degree thermostat?

Sounds like you're on the right track. Replace the thermostat, clean the connections on the temperature sensor and temperature gauge. The engine temp should be around 140 during normal running.

Raw water system should operate between 130 F and 160 F not to exceed 200 F.
Fresh water system (closed with anti-freeze) should operate between 140 F and 190 F not to exceed 210 F.
140 F thermostat work for both.
